SENATE CONCURRENT RESOLUTION NO. 25 Urging an appeal                           
and an expeditious decision on the appeal of a case concerning                 
marriage, was read the second time.                                            
                                                                               
Senator Kelly moved and asked unanimous consent for the adoption               
of the Rules Committee Substitute offered on page 2843. Without                
objection, CS FOR SENATE CONCURRENT RESOLUTION NO.                             
25(RLS) Urging an appeal of a case concerning marriage, was                    
adopted, read the second time and was before the Senate on final               
passage.
